The two voices featured in this video are Millial and Allial, the two voices available for the new free-to-use talk synth, CoeFont Studio. Like many people, I found out about it through that one video by irunas-talkloids (https://www.youtube.com/watch?v=jo-KBh8qtVU), and I knew I had to check it out.

You can use Allial (with a limit) without an account, but since Millial's currently in the beta stage, you need an account to use her. But signing up for one's easy to do!
With a CoeFont account, you can have Allial or Millial read out any Japanese (kanji/hiragana/katakana) text. Afterwards, there's a very easy slider system for editing pronunciation, accent, speed, pitch, and intonation for the perfect interpretation.
Anyway, like you guys know, I don't speak Japanese, so please forgive any translation errors.
