Before the human-covenant war, the covenant had been dealing with issues of heresy. On top of this, there was corruption throughout High Charity. The covenant depended highly on the High Charity Council when making decisions on what actions to make. However, the most unexpected event occurred after the second halo ring was found. This event will create the Sangheili Council, where none, but the Sangheili have authority. This is the story of Qasr Deldour and the events that have been taken to invent The Sangheili Council.
